From my reading, no permits are required for the intended areas of use, which include the AT. There is a new posting, which I will copy below. It may impact the Friday night hang near the river, but I think we can probably work around it. We will be using hammocks, after all! ;)

Prohibitions at James River Footbridge on the Appalachian Trail

A Forest Supervisor’s Order prohibiting climbing or residing on any part of the James River Footbridge, abutments, or piers, except the boarded walkway, was recently signed and implemented. This order also prohibits the possession of alcohol, as well as camping, campfires, or grills in and around the parking lot and within 1,000 feet of the foot bridge on the far side. The bridge is part of the Appalachian National Scenic Trail in Amherst and Bedford Counties, Virginia, and accesses the James River Face Wilderness.

Just read about, this will try to make it there myself to meet all
No permits required, just make sure you get away from the RED marked areas closest to the James River Footbridge. They are clearly marked as no camping zones, you'll pass a few footbridges and then you'll be in a camping area. The other option is a car camping area just a bit farther that I can try and get coordinates for, it's right next to one of the tributaries for the river.
