my understanding is that it's not needed but recommended as an easy way to fold the bugnet back and attach it to the tie out so it keeps your bugnet out of your way when not in use. it's just an easier way but not mandatory.....at least i don't think it is anyway.
You'll see when your hammock arrives that the shock cord is run through a fixed metal loop that is on the tie out line, and secured with a cord lock for adjustability. The tie out line is tied to a loop of grosgrain on each end. You will need to unti one end to install the loop side of the mittens hook, then re-tie. I've just been using a bowline hitch when I tie them, but that's my preference. You then just simply clip the mitten hook to the shock cord. So now, when you want to lounge in your hammock you don't need to remove the stake from the ground, or take the shock cord out of the cord lock...just unclip it and your golden. :)
