You can make a DIY Hammock for about 20$, a tarp can be a blue poly one or maybe a speer DIY?

this is a good starter hammock skeeter beeter pro although it does not have a double layer like you mentioned, it is still workable. I'm guessing you want double layer for pad usage?
For a tarp I recommend the Etowah 8 X 10 from here. It's a little on the heavy side, but it has tabs instead of grommets and they have it in CAMO and it is super cheap they have great customer service

Check out the GT ABES at Campmor.com. It is a Skeeter Beeter Pro hammock and Funky Forest tar[ combo. They have them in stock for $110 + shipping. My daughter, ex-GF and her daughter all have one and like them alot. Only problem is it is not double layered, but it will get you started for a good price.
Highly recommend Hammock Bliss. Not only is it huge, but its very light weight. The netting is attached, and it can be flipped with the net down for a double layer system in the winter. Make sure you shop around, since you can get them cheaper elsewhere.

As far as a tarp, you cant beat the Etowa's quality for the price.
I would keep an eye out for Ambient Outdoors to get some more 12'x9'6" Chinook tarps in stock.
Check this thread just posted today. Guide Gear 12x12 is big but I like it and only $20, cost me $25 with shipping.

It is dual layer, has attached bug net, comes with a large diamond shaped camo tarp and includes free world wide shipping (not very speedy). It lists for $150 US.
