3oz of 850 down should give you about 1" max loft in a quilt that size. 45-50 degrees is a good rating.
in my Breeze, the finished baffled area is 40x50, and i use 4oz of down to get a 40 rating.

i never have an issue with water running down to the hammock... but IF you want full security, just tie a 1 foot piece of yarn below the buckle. an old shoestring will even work.
