You are correct that the patch is attached just on the perimeter. The problem with putting a seam sealer on the inside is that there is a cotton lining on the inside of the jacket.

It does, but when there's driving rain, it goes straight through the seams, mostly at the corners.

The patch takes up the entire back of the jacket. There's nylon underneath it, so I'm not too worried about sealing the entire patch, just the seam.
I have a shell that I just got, but it wasn't intended for serious outdoor use. It is some kind of water-resistant nylon that has a huge cotton embroidered patch on the back of it. The jacket works...
