I do not think the Singer 15-91 has a reverse. One could leave the needle down and raise the foot and spin the material to mimic a reverse.

I have no experience with Chiffon however I recently bought 10 yds of dark grey noseeum on ebay for $20. That is pretty cheap.
If you can handle hunting orange :cool: my local Hancock Fabrics has it on sale for under $3 a yd.

My vote would be a old singer (or Japan clone) via ebay. I picked up a Universal DeLuxe (Singer 15-91 clone) for $46 with a ton of attachments.
You can find old Singers for under $75 all day long...
