You can blow through it and it seeps water easily, but only because of the holes made by stitching, hence the reason for the quilting.
I'm having trouble sewing PE foam by itself. Pleats/darts are a problem, unless you have some nylon to hold it together; otherwise, the foam won't feed through the machine and it'll rip. I suppose...
