I think I would sandwich the holes between 2 patches of the tarp material, and use the appropriate adhesive to attach them. If it's silnylon I found liquid nails 100% silicone adhesive worked well on...
I used a 100% silicone adhesive called liquid nails. It was from home hardware. I had read elsewhere that silnet doesn't work very well for bonding layers.

Well, I thought it was fixed...but now it just skips stitches when going fast instead. No idea why that's happening so ill probably end up making this project in slow motion.
You were right. It was the hook timing. It was off by the tiniest little bit and once I fixed that It stopped skipping stitches when going slow.

What do you mean by a tear away backer? Like a layer of a different fabric or a strip of tape underneath?
Scratch that, I misread their description. 60NM is the smallest recommended needle size, not the thread size. So I'm back to square one.
Oh, and I found that combo recommended elsewhere on the forums, so it's worked for others.

I'm using regular gutermann thread and microtex 70/10 needles. The woman at the store said they would work together...but that's all I know.
