You can also learn a knot to tie around a small rock, and wedge that rock into the crack. Use either webbing or extra Amsteel. Then you don't have to carry cams :)
Maybe check ebay for used ones? Or craigslist since you said you're in a rocky area. Normally I wouldn't trust much climbing gear off craigslist, but in this case it could be well worth it.
