I purchased a cheap 30 degree semi-mummy sleeping bag today with the intention of making an underquilt with it.The bag is pretty wide at 31" so I thought maybe the bag would make two underquilts(one for my son and one for me).Would 31" be wide enough for an UQ??

32" is wide enough for a straight-down-the middle lay like you do on a bridge hammock. Maybe for the other straight and tight types like the Claytor and Clark (?). Not sure about that. Definitely OK on the bridge though.
Maybe you could figure out a way to hang that UQ diagonally the way you lay on a diagonal, but I've not seen that done here yet.

Hmmmm....well the way the bag is designed with the foot being rounded,to get 48" width would be kinda tricky since at the 1/2 way point the bag it is only about 5 feet.Well I can always use the bag for a guest bag. Thanks guys.
I bought a Kelty 45* down bag and use it as an underquilt, by simply adding 1/8" shock cord to the 2 loops at the end of the foot where you hang it up to air at the house, and added 2, 1/4" Grograin loops to the hood part with shockcord and a cordlock, and it works great sleeping straight or slightly diagonal, down to about 50*.
It's a quick and easy way to get an underquilt that will work for awhile until you can make, or buy one.
If my hammock is 58(ish) inches what is the best way to attach an UQ that is only 48"?

JRB has shock cord suspensions that work dandy. Easy enough to make your own with some small biners. they don't have to be load bearing climbing biners.
you could sew to triangles onto the sides so that it becomes a wider rectangle with the bag diagonally across it. I think you would still get alot of cold butt syndrome.
I reject your reality and substitute my own
You could always use it as a top quilt instead...
