I've never worked with Primaloft but what I've read its a loose fill material. So I would say you would be best using baffles.

Do you mean Primaloft? If so, Primaloft Silver or Primaloft Gold? You may also mean quilting loops rather than baffles. Sorry to pin you down like this, but you won't get meaningful answers until you've made your questions clear.

Also, if I use two layers of primaloft does the temp rating double?
I'd say quilting loops, because it is in a mat form. The spacing of the loops would depend on the type of Primaloft and how you use it. Primaloft gold is said to need more quilting loops, closer together.
If you use Clamashield then you will not need to quilt it,

How close for silver I was thinking 3" with two layers of primaloft.
If I'm right it should be good to about 0 degrees.
