Randy over at Dream Hammocks has a handy down fill calculator that you can plug in your info and see how much you need for your project.
Everyone ought to believe in something....I believe I'll go set up the hammock!
The answer also depends on the fill power of the down, and desired loft.
Fill power really does matter for trying to measure how 1lbs of down is used. I used 4oz of 800 fill for a 40F half under quilt.
As for fabric, Dutch's Argon is great. I went for a mix of Argon 67 for the insides and Argon 90 for the outsides for both my quilts.
Also, check out the calculator located in this thread. It does pretty much everything you need to plan out a differentially cut down underquilt and even gives estimated finished weight, cost, and temperature rating.

I'm still trying to figure out what fill to get. I want something that compresses well. Anyone have any experience with the synthetics?
