i have done this. All in all it was a success. I'll give a basic step by step as to what I did. I can give a more complex breakdown if you'd like.
step 1: decide the size dimensions you'd like
Step 2: mark out those dimensions on the sleeping bag (I opted to have the foot end narrower than the head end)
Step 3: sew 2 seams, about 1/2 inch apart, one along the marks and one 1/2 inch outside the marks
Step 4: cut between these seams and cut off the zipper
Step 5: use 1 inch grosgrain along the perimeter
Step 6: run shock cord through the grosgrain and fasten at one end of each of the shock cords
Step 7: use line locks at the other ends and tie a knot so they can't slide off
These are all the steps I used. The result wasn't perfect but still pretty dang good considering my limitations
