No, ratings are not subjective, they are based on a set of standards & measurements, including thickness. What companies sometimes do is play with the assumptions that go along with those standards, either liberally or conservatively. Most of our vendors lean to the conservative side, and therefore, makes their products much more reliable. However, they are also more technical in nature, and are more susceptible to discrepancies in proper use.

They absolutely are subjective. My partner gets cold at around 15°c in our bed, I get cold closer to 5°. It doesn't matter what our blanket is rated to, we are both comfortable at different temperatures using the same blanket. The ratings is mearly a subjective number given to a result of a series of measurement.

I have a 20 degree UQ and two top quilts (40 and 40) to choose from. This works really well for me. I almost could do fine with just the 40 TQ cause I can add layers to me before I crawl in. BTW..m.y Hammock Gear 20 top quilt works for me clear up into the 50's so maybe I sleep cold? Note that it does have the openable footbox and is log-wide making it a loose fit when needed. Cannot recommend HG stuff enough. Good luck!
I just wanna sing in the choir; I always found the UQ to be the limiting factor. As long as it holds up, the TQ (or whatever you use) can have a lower rating.
