Is a 10x12 tarp big enough for a foul weather setup

Should be more than adequate. That size should give you alot of versatile set-ups.

Yes, that should be good for most average sized gathered end hammocks. I have 11 x 10 JRB sil tarp and it does me just fine for foul weather.

I've had TWO hammocks under a 10x12 in a heavy, downpouring rain, and we both stayed dry. If the wind had been stronger, we might have gotten some of our gear wet, but we were fine.

A single hammock under a buttoned-up 12x10 should be good in pretty much any storm that doesn't have a name.

Yep, that's about the size I have, works very well and provides a lot of coverage. One thing to keep in mind is using that big of tarp in high winds. I tend to pitch mine quite shallow so the wind isn't putting so much pressure on the system.

Funny as well as true. Yes, pitch as low as possible for the nasty ones.

I used a 10 by 10 tarp closed as a tarptent for 2 weeks of continuous rain and stayed dry. 12 by 10 should be luxurious.
