I am trying to decide whether to get a Jrb stealth or wilderness logics sstq? Which one is better? Which one is warmer a stock jrb stealth or the sstq with 2 extra oz of down? Which one ships quicker?

I think you'd be happy with both. Temp wise I'm sure they would be very similar.
I can say that the JRB will ship faster. They generally ship their stuff out within a day or 2, as all their stuff is already made and ready to ship. They do this by only offering 2 sizes, and both in the same color. The wilderness logics is made to order, and there will be some lead times, probably a few weeks.
Which one would be better for sleeping on the ground?

We don't discuss those kind of sleeping arrangements on here !
Honestly I'd say even with extra down, they would be similar. The limitation isn't really the down, but more the sewn through design of both quilts. The Wilderness Logics would probably take you a little lower with the extra down, but like I said, the extra down won't do nearly as much as a quilt with baffles.
The JRB would probably get the nod for ground sleeping as it has several tabs on the sides for securing a pad to.
I would think you'd be happy with either, and both would be a quality product from a reputable cottage gear manufacturer. The differences between the 2 are minimal.
If you want a black quilt, with the option to wear as a serape, and want it as soon as possible, get the JRB.
If you want to customize the colors, and can wait a few weeks, get the WL.
JRB offers the option for extra down in their quilts as well.
