I'm looking for ideas for a One-Season 60-degree summer blanket for hammocking. Needs to be lightweight and packable, somewhere under 400 grams. It'll be used in conjunction with bottom insulation. Preferably something on the budget side.

SnugPak Jungle Blanket? Not sure on the weight but it's packable and really a nice blanket. Either that or a poncho liner maybe? With a little Velcro and shock cord you could modify either into a blanket that converts to top quilt with a foot box.
Over your weight as "stock", but a really good deal. I love mine.
I cut off the zipper and lost that included compression bag with all its straps, and that cut my weight, but I don't know by how much.

I have an Enlightened Equipment 50° Prodigy quilt that is primarily a top quilt, but can be used as an underquilt as well. Apparently, the Prodigy is now the Revelation Apex. My short/wide 50° Prodigy weighs only 346g and it's the cheapest quilt I own You'd have to check the weight for your choice of length and width to see if the weight and price would still be acceptable, though.
Snug Pak has Top Quilt that I like for this temp range. It has foot box as well as side wings that I can tuck under me if needed.
I also like the Jacks R Better fleece quilt liner. I use it mostly with my down top quilt to keep it clean, and add a little more warmth.
i found a cheap down blanket, diy'd some snaps to make a foot box cost $25
I usually take out a 40* tq and a quilt liner when its hot. If it's too warm for the quilt, then the quilt liner is all I need. That way I have a better range with my quilt and can save money buying a 60* quilt, which I think would be like 3 feathers thrown between two quilt liners...

+1 on Snugpak. I've got 2 of their jungle blankets, 1 I turned into an UQ similar to a PLUQ ( but much warmer IMHO) and the other I just use as a regular blanket. Snugpak uses a diamond weave, DWR treated , windproof outer shell and a softer antimicrobial + antibacterial inner. Temp wise its good into the low 50's or so for me, but YMMV. It can be found on Amazon and a few other sites for around $28 and comes in black, dark olive green and coyote brown. It weighs 700g including compression stuff sack , pack down to 30cm×15cm and its dimensions are 76" × 64" . I use mine all summer outside in my hammocks and in the fall and winter I'll use it as an extra blanket on the bed or couch.

I also have the Snugpak Jungle blanket and it is my go to blanket for the cool spring and fall nights here in Texas.
