In my opinion, the outer shell should be something with a bit of wind resistance, calendared. but you want a very breathable inner layer for heat-exchange efficiency and to avoid excessive ballooning while stuffing into a sack.

I haven't started work on it yet, but I bought some 1.1 calendared from RSBTR for an underquilt. I'm still working on my sewing game and assumed the 1.1 would be easier to deal with than membrane for my first quilt project.
