I know that most will say otherwise, and there are valid arguments in that direction but my personal feeling is synthetic on the inside for the UQ. Fit wise the down is more easily compressed making getting a synthetic on the outside to not compress down below is trickier. The Synthetic on the inside will not be as adversely effected if the down quilt is squeezing it from a performance/warmth point of view.

MY advise here is simple, don't take a chance on staying warm, natural down, all the way.
I was told by the people at Enlightened Equipment to use the down closest to you and the synthetic as the outer layer. This is from a condensation point of view. If water vapor from your body ends up turning into liquid, it will most likely happen in the outer layer of the quilt stack. Since the synthetic material stays warm even when wet, best to have that one risk getting wet instead of the down.
I've done this with top quilts to good effect but not with underquilts yet.
As was mentioned above, fitting needs to be done well.
Down baby down. It's the only way to go to get that electric blanket effect.
I would probably choose the down close to my body and the synthetic on top of that. I don't think you will be able to perfectly avoid compressing the down but you might be able to make the system warmer than one quilt vs the other.
No question, down next to the body so that any condensation collects in the synthetic.
I don't know the right answer but a couple of weeks ago I tested my 20* Incubator combined with my 1 season Jarbidge. Not knowing right from wrong I put the Jarbidge next to me and the Incubator outside for the reason Paul gave. It only reached 17 or 18 with a good wind but I was toasty and no problems.
