    The smallest tubing I have would require a hole to big for the toggle. Perhaps there is some smaller tubing, but then you get to a point where the ID of the tubing is to small to work with getting line pulled through it.

    The toogles from WW are a better grade of plastic, they have a nice oval hole with ever so soft corners.lol. Not too large or small. I used them on a couple of underquilts, I was able to fit 1/4" grosgrain and shock cord inside w/ no problems. I think the brand is "Outdoors" they come in a 3"x3" cardboard box. They also had D-rings ,buckles and zipper pulls.
