It smooths out the rocking a bit, and makes it easier to embrace it (go with the flow). Does not work well with the up and down whilst the boat is steaming though. Probably a better set up for sail boats.
The short answer is yes, to a point
If the ship moves side to side the occupant of the hammock will not feel it. The hammock swings to allow the occupant to remain in the same point in space. However up and down movements will be felt.
