Tents aren't necessarily prohibited around all lean-to's, but around some.
The highpeaks Wilderness area has suffered from a great deal of overuse and abuse in the past 2 decades. There are now bear canister regulations in effect. In addition, there has been a campfire ban for almost a decade due to overuse of the area. Ther eare other bans as well. Bans on camping above 4K' except in winter (I beleive this is still the regulation). Bans on groups of more than 8. You must also now fill out a toe tag at any of the 3 most popular entrances - Loj, Garden and Tahuwus.

Many now go to the high peaks only in winter to avoid the tourists, rain, mud and bugs - even then it is crowded.

the camping ban in the eastern high peaks region is all year above 3500 with the exception of designate campsites (if there are any over 3500). You can have campfires in the western high peaks region but not in the eastern region.

Although you are supposed to have a self issuing permit, at the trail head at the loj there was just a registry book last week.
