I have a single layer DIY at present, but after recieving my shipment of fabric yesterday, I'm now planning on exactly this.

I have a HH Expedition together with no sewing skills or equipment, but wanted to try a second layer to get my pad out of the hammock. I bought a GT UL for $17 on Amazon and slung it under the HH on the same suspension (HH standard). It works and was a lot cheaper than buying a sewing machine
Not sure what hammock you are starting with, so it may be more complex than this, but...
If it is a DIY gathered end, or similar, you should be able to unwhip the ends and spread it out into a big rectangle of cloth.
Match your second layer up, making sure the length and width are the same.
Then sew around the perimeter to join the two layers.
Dual layer hammocks are generally made this way (minus the unwhipping the first layer part), so once you re-whip it, it should be no different than any other dual layer hammock.
The caveat might be if you have a bug net installed. Then you won't be able to spread the existing layer out, so you'll have to spread it as far as you can and work in small sections to line up the ends an sew the layers together. Shouldn't be too challenging though either way, unless I'm missing something.
If you do this, you might consider leaving some gaps a bit wider than your sleeping pad along the edges so you can insert a pad between the layers for insulation.

I got a skeeter beater for christmas that I am really not happy with. I was wanting to experiment with it before I broke down and got a BB. PDA I will have to try that as I just got a GTUL last week. Can't wait to see how your hammock turns out Browny. Thanks everybody!
