Baffle height vs loft for down quilts.

I made my first down underquilt as few weeks ago it was a karo-step design with 2" of loft. I made the baffles 2” with 20% over-stuff. I did get the 2” loft but the down is a lot looser (large open pockets) than I was hoping for and the down can easily migrate.
It made me wonder if I got the 800+ fill power that I ordered or if I should have change my design to use 1 or 1.5 inch baffle and calculate the down needed for 2” loft.

So quilt makers, do you set you baffle height the same as the loft that you are trying to obtain?

how big is the UQ ... if you give me some numbers like L,W and how much down you used and the fill power i can help you alittle better
as for loft ,loft is a byproduct of down there is no sure way to calculate how to get a set number of loft at least that i know of... i guess what i'm getting at is you can't design loft but you can design baffle height and with the right amount of down you should get set loft...i hope that came out right
as for the down migrating it might be too much space in between baffles or too little down ... again with some numbers i can rule out one
It puts the Underquilt on it's hammock ... It does this whenever it gets cold
