I made some titanium ones from 5/8" tubing, the first batch I made were 2 1/2" long which is long enough.
I also made some more that are 3 1/2" which is more than enough for what they need to do.
Anything between the two lengths is ok, it's the knot and not the toggle that the loop rests on anyway. Although, visually it's nice to have enough toggle sticking out from either side.

Mine are 2" long arrow shafts.
I've never had a problem with 1" straps but I am carefull the whoopie is tight down on the MSH knot and not on the toggle itself.

I use two segments of, I believe, Hawthorne, i collected last spring. One piece is 3" and the other 2.5".
