Many camping stores sell it. Some hardware stores might have it, but it's usually the thicker stuff. Fabric stores are a maybe.

For local most kayak shops have the 1/4 inch but it is usually about 3x the price of rei or online.
Just got 100' of 1/8" from Ebay, 8 bucks, $12 with shipping. It's supposed to be mil spec, has 85% elongation and 95 lb test. Appears to be "good enough" quality for what I need and the price is definitely right.

I simply order mine online, bundled with other supplies.
Just remember to order twice what you think you will need because it's so darn useful, you'll come up with more uses.
