Anything waterproof and appropriately sized could be used as a tarp...
For repeatable results, sewing tie-outs makes setup easier...

The classic response is "it depends"!
Tent footprints may not be an adequate size or shape...and may lack tieout points...and may not be symmetrical. In terms of other material qualities (fabric, waterproofness, etc.) they would be fine.
