I have a down throw that I made into an UQ. It has about 13oz. of 650 down. Can I cut the ends and add a small amount of down to each baffle to make it warmer and sew it back up? I would use 800 fill down. How much down can be added?

The temperature rating of a down underquilt is proportional to the height of the baffles in its construction. Down needs to loft in order to provide is insulating properties. If your quilt is already pretty full in terms of down. Adding extra down isn't going to get you much in the way of extra warmth.
