There is a tutorial somewhere with pictures for making a top quilt from a sleeping bag which can easily be modded to be a bottom quilt. But I can't find it. Maybe some one else can remember where it is. It's fairly old posting but it works well. I used it a couple of time and also have one that someone else modded.

Bobbin Tension - A Personal Viewpoint
I've made two so far. I used cheap synthetic bags from Value Village. First thing I did was to remove the zipper. Since they were cheap bags, it was easy. The zipper was sewn to the outside of the bag. With better quality bags, its in between the liner and the cover. Opted for full length because I'm a cold sleeper and it was a cheap bag. I wanted to keep things simple so I cut it in a taper. Much easier than trying to use darts. They are about 40" cross the top and 33" across the bottom. The cutoff sides went for material to make the channels on one and grosgrain on the other. I prefer the grosgrain. One bag had narrow grosgrain for tie straps that I used for the cord locks on the ends. Several yards of shock cord later and you are done. I've slept several nights in the past month with one and it works nicely. Sweetie used the other on the camping trip and had no complaints.
