Ebay always has some pretty good deals especially on MSR's I got a couple of pairs of Asscents on there last year for about 50 percent of suggested retail last year. And the bags to store them in as well.
I was successful in getting my wife a decent pair of snowshoes by buying used REI Rental Snowshoes. If there's an outdoor store that rents snowshoes, odds are good they'll have functional used ones for sale. Might save you some money!

it's a very clean simple method that could turn out looking great (unlike survival snowshoes made of twigs, lol)
I priced out materials locally. 1x6 pine is $0.79/ft or you could use a single plank of 1x12 pine $1.79/ft
I didn't price the hardwood, but u dont need much of it, so I would guess something like $10?
these prices are local for me, but I cant see them being too far off your local costs.
