I was just given a quilt that is 95% feather and 5% down. Don't really care about the weight bc I'll never take it hiking. Can I make a warm UQ with feathers? Do i need some kind of fabric between the feathers and ripstop?

I would guess this is a Featherbed. Ususally used on top of a non existant mattress. The feathers don't compress a whole lot, but do provide spring and a bit of warmth (not nearly as much as down)..
If you wanted to try it out as an UQ and weight isn't a concern, just leave it as-is and rig it up. If it ends up meeting your needs then just make a big nylon "pillowcase" to slide it into. Unless of course it's essentially a big bag of feathers that needs some kind of compartmentalization.
Experience is the worst teacher - it presents the exam first and the lesson later. - Unknown
+1 HappyHiker Pick it up by one edge and hold it vertical. If everything shifts to the bottom it's a big bag. If it more or less stays put it's baffled.
