I stopped by the local Salvation Army Thrift Store and found a few down comforters. The first two were the standard 450 fill power, but for $5 each, they may be useful for a summer quilt.
The awesome deal was the queen size quilt with 675-725 fill down, also for $5.
Now to harvest and put together the quilts!

How do you check old down like that to see if it still hasn't been washed and all the oils removed?

How did you determine the fill power? From the tags?
I didn't know articles like quilts had to carry that info.
I have a "down comforter" which closer investigation revealed was 20% feathers. I believe most inexpensive down articles are 80/20 down/feather ratio
I also have an Army Surplus "Extreme Weather System" Sleeping bag set which was sold as "down" but clearly labeled as Down and Feathers.Just as warm, but doesn't compress nearly as well.

On all three quilts, there was some indication of the brand, size and on the higher end one, weight. I then looked online to find the quilt, matching its model and manufacturer to find what they listed as the fill power.
When I assemble all of the parts, I will do a rough test of the down to see where the fill power ends up. From what I have read, the fill power is determined by the volume of 1oz. of down. So, with a 900 fill, 1 oz. should be almost 1 liter of volume (900 cm3) and a 450 fill should be about a half liter or 500cm3.

Your volume unit for fill power is cubic inches not cm^3. Makes are rather large difference in this case.
