I know that REI and Bi marts carry them.
At one point they took out of state ones from Washington and Idaho I believe
but im not sure about that now. I will look into it.
Would be easy enough to grab one one the way into town.

Ok after reading on the Washington site
http://www.parks.wa.gov/winter/permits/
It says Washington cars must have Washington permits and that there excepted here.
