You can regulate the heat by a fairly broad margin by venting any underquilt. Using a 0° on a 70° night might be a little cumbersome, but it could probably be done. Personally, if it was the only underquilt I had, I'd probably split the difference and go with the 20° option, then boost with pads or SBs as needed on the cold nights.

If you only want one multi season, go with the lowest rating you think you may encounter.
You can always vent.
When do you camp the most, Summer, winter, fall, spring??? If your not going to do a lot of winter hanging, I would do as Cannibal stated and get the 20* and add more if needed. If you plan on doing a lot of winter camping get the 0*. Just my $.02.

temps here seldom dip below freezing much less 20*. So to sum it up, without venting a 0* uq in 32* weather with no top quilt I would have sweaty butt crack and frozen nips?
I've been there before with too much insulation underneath, started sweating kicked off the TQ while sleeping and ended up with a case of hypothermia. Ended up in the hospital for a few hours. Have been working on a layered pod that can be adapted for different temps. A project still in the works.
Personal choice is to be over insulated on the bottomside vs. under insulated. You can always vent off excess heat. You can get by with packing a lighter top quilt when bottom side is on the warmer side of the comfort zone.

You can over insulate underneath provided you have properly rated top insulation. Think of it as a bed where you change covers for different seasons but the mattress is always the same.
If you're top insulation is too warm then it's hard to vent it w/o chilling whatever part of the body is hit with the incoming air.
