WTB: Combo TQ/UQ

Quite a while back I purchased a 16oz box of 650fp Goose Down.
This was for a "one of these days" project that never got off the ground. I realize now that I'm not gonna have time to build it myself and would like to get this box outta here.

Ideally, I want a simple full size quilt that will lay flat for an UQ and cinch up at the foot for a TQ.

Is there anybody who would be willing to build me a shell and stuff it with this down?

No timeline. It's just that box has been sitting there for a long time and it won't keep me warm in the box.

Edit: I don't think I could charge for my inexperienced sewing skills, I'll let someone that knows what they are doing take this on.

So, basically what you want is a top quilt with channels on the side so you can convert it into a full length uq if needed. But, normally it would be a top quilt with a snap and cinch foot box. Am I getting this right?

Exactly right.
I've got a JRB No Sniveler that I truely love, but never replaced my old synthetic sleeping bag with a proper top quilt. Most of the time, it would be a TQ.
The reason I'd want it convertible is to lend it to my son as an UQ when we are both hanging.
