As angrysparrow said, we are not altering the user group structure for a minor flaw that is not supported in third party software. We see no need to try to resolve this at this time due to the pending upcoming vBulletin software release that we are hoping will resolve this.

That's why I had asked what version was being used. Previously I was just giving a workaround. Currently in my development sites (I'm using beta versions of vBulletin) I do not see the same issue and yes it would appear they have fixed the post count permission for forum access.

There isn't really any discussion to be had on this topic. The decision has been made and it won't be changing. The logic that lead to the decision won't be found anywhere on the site since we don't make decisions for Hammock Forums by putting them to a member vote.
If the new version deals with the things we need it to deal with, then this issue will be moot once updated.
