Weight and strength. 30D is lighter, stretchier, and not as tough as 70D. 30D sil is nice for backpacking as it cuts weight and is just fine for tarps as long as you don't abuse it.

Just to add....in ripstop nylon 30D = 1.1 oz/sy....70D = 1.9 oz/sy before coatings/treatments.
