Small guitar wire, floral wire, depends on the cordage.
Dritz Loop Turner is the tool of choice for amsteel, IMHO.

what has worked best for me is a tool called a "loop turner" . I found it at micheals which is a hobby store.. I believe it is used for crochet or something like that.. Its small smooth and has a gate that closes when you pull it back thru...once i got that splicing was a breeze!!

I use a large, blunt needle that came in an assorted pack (leather, canvas, upholstery, etc.) from Walmart. It's perfect for 7/64 Amsteel. For 2.2 mm Lash-It I use a loop turner, also from Walmart.
Folded over piece of wire works best for me. Different thickness based on the cord diameter.
I tried the loop turner, but it was more frustrating than helpful. The end of the cord kept slipping out of the hook, and the gate on the turner would constantly snag between strands.
Wire is what I use.
Wire is what I use too. I double it up, twist it together and leave a loop at the end.
