I used some heavy duty industrial strength velcro for attaching the base of my GPS holder to the dash of the mini-van.
It held up for about a year before the sticky wouldn't stick anymore. It was two inches wide and way heavy. I really wouldn't recommend regular self stick velcro as a long term solution.
Velcro isn't THAT hard to sew on. Just make sure that you double stitch both ends and single stitch the long sides or better yet, sew all the way around the outside of the piece and then do an X in the middle like you would for sewing loops on strapping.

I'm not sure how durable these would be, but with the way they are installed, there wouldn't be much waterproofing needed due to the 3 strips of tape used, and one of the strips are literally right behind the zipper portion on your material. https://www.youtube.com/watch?v=ZsSofS6lcjM Certainly an interesting concept, but I'd rather someone else try first
