It's already a sticky announcement. And it's in the Terms that _everyone_ agrees to when they join.
A lot of the time we send PM's when moving threads, but not always, just depending on how busy the mod is 'in real life' at the time.

I'm sorry, I didn't see it in the stickies. I just know it gets brought up with a fair bit of regularity.
