It means that the outer shell of the quilt is bigger than the inner.
The dual part means that the outer shell is longer, as well as wider than the inner.
It gives the quilt a curve so it conforms to your shape properly.
In it's simplest form the outside layer is cut longer and wider than the inside (against hammock) layer. The ends and edges of the larger outside layer are pleated as required so the edges match up as they are sewn.
This way the UQ can be pulled up tight to the hammock without compressing the down.
