I think it is probably a good thing for these guidelines. I for one have noticed in some of the threads (not so many lately) that the tension between a few of the vendors (whom we all know and love!) could have been cut buy a knife. This site is such a great resource for so many people...I want it to stay that way!

Where do product reviews, text or video, play into this? Does it make a difference if I purchase the item, or if it is given to me by the manufacturer to test and review? I hope this is not picking nits.... I don't want to make this more difficult than it needs to be...
I think the new structure is a positive step but I can see some gray areas that may need to be worked out.

Reviews, text, video...those aren't addressed by this at all - carry on. The same goes for commenting about free gear or gear you own. Just because you own gear from or are a fan of a particular manufacturer, that doesn't make you a vendor or official representative. If you have to wonder if you are a vendor, the answer is almost certainly that you aren't.
The stated rules don't affect 99% of the members here in any particular way. We posted them to set some basic ground rules for those who profit from selling the gear that we all talk about. The intention is not to vilify any one or any company, only to preserve HF's independence and impartiality. That way, we can all talk about, poke, prod, discuss, comment about, and share ideas about gear without being either allied or beholden to any vendor. HF doesn't operate for profit - only to facilitate the free exchange of information. This was entirely about keeping it that way.
