How to keep legs warm?

I'm not sure on the exact numbers as far as temp goes.....I know at 32 degrees, I'm laying down while eating.

haven't tried a warmer hat... it could be that.
I want to say I don't think it's that, but that could be it.

I've been thinking about getting some vapor barrier clothing like these http://warmlite.com/vapor-barrier-clothing.

VB clothing normally doesn't apply until the temps get pretty low. Wearing them above freezing can be counterproductive.
I have one of their shirts as well as their socks. The shirt works great, but I'm not as enthusiastic about their socks. A couple of bread bags sandwiched between a thin liner sock and a thicker sock can work as well if not better. Again, don't bother unless it's well below freezing.
