I know! Right adjacent to prince william fotest park is the chopowamsick back country area. No one is ever there, and there is a campsite right at the edge of the lake. There were bear tracks when I was last there so just take precaution.
It is also a bit tricky to get back therebecause the entrance to the place is next to a military compound but park before you pass the unauthorized vehicles shall not pass sign.

While not too exciting, try Burke Lake. There are campsites along the C&O canal/Potomac. The AT cuts through part of Loudoun on Rt 7 (Bear Den is an awesome place to hang/ view the sunset)
Don't know if they would allow it but try t Brady Saunders in maidens. It's a scout reservation with biking trails and usually scouts camp for a few dollars.
Bull Run IS OPEN. We just camped there last weekend and did some long hikes on the 18 mile Bull Run/Occoquan trail. We were the only ones not in an RV, but the shooting range is close by. They start promptly at 9 and quit at exactly 5pm. We were hiking during that time, so no big deal.

I live only a few mins from poco and id advise against trying to hang there. I couldnt get an answer on any backcountry (its small-ish, so id guess no) but their campground is set for RVs even tents look less than ideal. Im in the area and if you are up for a hang and dont mind dogs send me a message
