Cockroach Bay has nice kayaking, not sure if you can camp but I saw some tents out on an island. The trails go through mangroves and open up looking at the Skyway bridge.

I can't guarantee that you would have a great spot to hang (but I'm pretty sure you could find something) but I would recommend Anclote Key. Anclote key is a mile or two off of the coast and only accessible by boat so you would have to be comfortable doing some semi-offshore paddling (I've done it before and it was not a problem at all). There are a couple of other islands (Honeymoon... I think... and another) and I think they are all state parks. You could look at the state park web page and contact them ahead of time.
Maybe, that is a county park and it tends to either be full or fill up fast. I would definitely call before you solidify your plans.
