Is the foot pad big enough for a seat pad? looks about right for stuffing in the back of pants or as a loose sit pad in the cold/wet.

Absolutely. It's approximately 15x19 keep in mind that it tappers and the corners are rounded but I use it as a sit pad/insulation in my monarch chair all the time.
