1.1 will work in place of the noseeum, but noseeum is cheap from www.owfinc.com.
which layer is coated? the layer against the hammock is good, both inner and outer shells coated would be fine (probably wouldn't want a vb in summer though). haveing only the outer shell coated will cause body moisture to build up in the quilt.
i was planing on using some untreated green 1.1 for the interior layer and the treated black 1.9 for the exterior (thinking it would have better insulating qualities) im trying to be able to sleep to 10-15 degrees

Probably PU coated not silnylon.
I found some stuff at Lowes in the roofing department. It is a black fiberglass mesh used for patching roofs. You embed this is black roofing tar. It comes on a roll and is about 4" wide. It is very tough but air will pass through it making it a good option for baffles.
We've used noseeum. Recently we've found a fabric that we got locally at JoAnne Fabrics: Organza
It is available in white, black and various other colors.
It costs about $8/yd, but using one of the discount coupons, you can get it half price, $4/yd
It is weighs only 0.8 oz/sq yd. It is available in either nylon or polyester.
We've found it to be as good as noseeum, lighter (noseeum is 1.1 oz/sq yd) and, with the coupon, cheaper.
Also, we like using the white organza on dark color shell - lots easier to see what you are doing. If you're using a light color fabric for the shell, then black organza works good.
The only down side of Organza that we have found is that the edges fray. So it is best to hem the edges unless you allow for wide hems.
stretch, if it is dwr treated and not coated (do both sides look basically the same?), then both fabrics are breathable. if you use something uncoated, you can use it for the outer shell of the uq/tq, but only after you've already got a vapor barrier for the inner layer as well. untreated inside, waterproof/coated outside will not work well.
i'd say use what you've got so it's breathable and then integrate into the design a way to add an aluminized reflective vapor barrier on top of the inner layer of the uq. to give it a boost.
alot of folks would probably rather have 1.1oz for the whole thing.
