Fox hunting is looking for a hidden transmitter and is a fairly popular amateur radio sport. Try researching radio fox hunting kits. If all you want is to direction find a transmitter and receiver. There are some fairly interesting antenna's for that too.
You should be aware that there are legal issues with what frequencies you use if you want to go live. If there is an Amateur Radio Club in your area they may have people with equipment interested in helping you. Hams tend to be helpful folks if they get interested in what you are doing. If you are working with a group they may also be interested in other aspects of the amateur radio world.
YMMV

Thanks for the tip. I'll see what I can find. This would just be used with school kids as sort of a hide and seek game or scavenger hunt to demonstrate what info you can gain from tracking wildlife in this manner.

You could break out the soldering iron and "roll your own"
Cute but pricey for what he wants. I wonder if there is a local Fox hunt group that could provide the gear and instruction for a class. There are cheaper transmitter plans.
I also did a little digging for rocketry and wildlife transmitters. This page is good information on application:

I'd be tempted to ask for a dead demo as a classroom aid. They may also have advertising literature that explains more about what they have.
If you roll your own there are cheap but decent handhelds around for the receiver. You can roll your own antenna or go to something like the MFJ-1763. What you are looking for is fairly technical to come up with but simple for the end user. If you are not into radio you will need help. Best of luck with it.
