I have a new danger bird using a jacks r better underquilt. My question is when placing the quilt under the hammock how do i keep it in place? It wants to stay to one side of hammock and not under me.

I added some toggles with lite shock cord to the four corners of the UQ and added small loops to the hammock to get the perfect UC position every single time. Less than two ounces also, and added loops to all my hammocks for that great nights sleep no matter what I take..

I wonder why I never experience this problem. I use to think it was because I'm a dedicated 3/4 length sleeper, and the claimed less fiddle factor, but I've never quite gotten that. Perhaps you might look at the width of your quilt. A custom wide, might be less trouble to dial in.
In my case, I like being able to make slight adjustments if and when I might wake up, during a night. In the morning, I know I'll want to be able to move the UQ around to accommodate a better sit up position for that first cup of joe. Hooks, clips, loops, and thingys, make me unhook stuff, to pull that off.
I was probably very lucky my UQ was DIY'd with care, bought used, and with the suspension already tweaked to perfection. Hooked it on to the end of my BIAS suspension, and cinched the ends down once. No cold spots down to 16 degrees.

I experienced the same problem this weekend.
I have a Clark NX-250 hammock and a Snugpak Under Blanket. When I first received the Under Blanket, I took my gear out to test to see how to attach it to the hammock. I quickly found out that it wasn't feasible to just tie it directly to the hammock so I fixed myself a ridge line running under the rainfly and some carabiners attached to prussic's attached to the line. That way I could tie the Under Blanket around the hammock ends and attach the bungeecords (from the under blanket) to the carabiners. Excellent.
This weekend I went out to try out this setup for the second time. The first time it went alright except for some minor adjustment issues. But this time it was flat out annoying. Every time I woke up, my under blanket had slit around to just one side of the hammock leaving it very chilly on the other side. I found out that it was because I had pulled the prussic's at each end too far apart leaving the under blanket to have too little of a sack and being too stretched out, so it physically couldn't sit still under the hammock.
So this is definitely something I'll pay attention to next time.
Dutch has a lot of different hooks and such for helping one to dial in their UQ. Would recommend the "Ridgeline Quilt hook", http://dutchwaregear.com/ridgeline-quilt-hooks.html
Don't know if they will solve your exact problem, but I have never had a problem since I started using them!
