I want to start making splicing and was wondering what cheap rope I could buy at a local home depot that would I could use to practice splicing on the cheap.

Braided masons line. Its tough to splice due to the small diameter. If you can splice it you can splice anything.
Also look for a yellow, hollow core nylon rope. I've seen it at walmart before. It is easy to splice because it is so stiff
Just buy what you need. It's easy. You can practice on useful things like tarp guylines and dog bones.
Mind over matter,
if you don't mind, it don't matter
I had a hard time splicing Amsteel and Zing-It when I first started, so I practiced on the ubiquitous cheap yellow hollow-braid poly rope. It really helped me to understand the concepts before trying it on smaller rope.

EDIT:SilvrSurfr was faster than me.
'Great minds think alike, etc etc...' ;-)
One advantage of starting with hollow yellow plastic rope is that it's large, and easy to open up. You can do most of the splices without using a fid at all, or use something common like a pencil, taping the line to the 'stick'. And, you can usually get a bunch of it for a few dollars.
Once I have the idea of what I'm trying to accomplish, moving to something thinner is easier.
YMMV
Thanks for all the answers going to go get some mason line and yellow rope later today.
Have fun splicing!
